 UNIVERSITY PRESENTS AFSCME WITH THIRD COMPREHENSIVE PACKAGE PROPOSAL
At bargaining on Monday and Tuesday (Dec. 3rd and 4th) the University again offered to engage with AFSCME in voluntary pre-impasse mediation, at which point a third party neutral mediator would be introduced into the bargaining sessions in order to encourage movement towards agreement. AFSCME declined this offer and instead proposed that both parties jointly declare impasse, which would mean that bargaining sessions would be discontinued while a state-appointed third-party mediator meets with both parties. UC is considering this offer.
While the parties reached tentative agreement on several articles of the contract, AFSCME indicated they had no movement from their original wage, benefit, retirement or parking proposals.
The University also presented AFSCME with a third comprehensive package proposal that included the following:
- Retention of the current wage structure for year one with individual increases ranging from approximately 2% to 11% depending on title and location;
- Transition to a step structure in year two;
- Movement through the step structure in year three, based on performance;
- Continued health care and retirement benefits at the same costs as provided to other UC employees.
In addition to the above, UC offered to pass through the 2008 health and welfare benefits, including new premium rates for PCT employees, which would provide the majority of PCT employees with decreases in healthcare premiums. AFSCME rejected UC's proposal.
UC remains committed to bargaining in good faith in order to reach a beneficial agreement for all PCTs.
